One post of DOM (G) and two posts of AOM are vacant in this Division in which post of DOM (G) since 10.05.11, post of AOM (Plg) since last two years Monitoring of operational work is suffering.
2. INTRODUCTION:
Sonpur Division’s Chhapra – Katihar section (327 Kms) is main artery to feed N. F. Region. On this section we still have single line to the extent of 50%. The Division has 07 interchange points. In Up direction, trains are received at Katihar interchange point (N. F. Railway) and made over to Chhapra interchange point of Varanasi Division (N. E. Railway) covering a direct distance of 327 Kms and MFP, SPJ, MNE & KGG are interchange points for Samastipur Division; whereas, SAE is for Danapur Division. In Down direction movement are vice-versa, trains are taken over at Chhapra & Muzaffarpur points and made over to Katihar Division. Almost 80% of goods trains travel on Katihar – Barauni – Sahpur patoree – Sonpur – Chapra route which in a way is chord line of the Division.

4. PERFORMANCE IN GENERAL- MAJOR ACHIEVEMENT:
Sonpur is the first Division in E. C. Railway where 100% booking of Guards is being done by CMS in Sonpur Division. Now the 100% Mileage bills is generated through the system and all manual working is stopped & manual register for “Sign on/sign off” availability of running staff is totally stopped from the lobbies.
4.1 PUNCTUALITY:
A)After the installation of COIS, best ever Mail/Exp. punctuality figure of 95% on 13.02.2013 is achieved. The previous best ever punctuality figure was 94% on 07.09.2012.
B)Due to hard work being done by all the officials round the clock, punctuality of Mail/Express trains has improved during the current year. Figure is as follows:
| Month | 2011-12 | 2012-13 | Improvement |
| April | 60.4 | 71.5 | + 11.1 |
| May | 55.6 | 64.7 | + 09.1 |
| June | 47.1 | 63.6 | + 16.5 |
| July | 60.0 | 59.1 | - 00.9 |
| August | 74.8 | 76.5 | + 01.7 |
| September | 74.9 | 76.8 | + 01.9 |
| October | 77.2 | 74.5 | - 02.7 |
| November | 73.1 | 76.2 | + 03.1 |
| December | 67.4 | 59.9 | - 07.5 |
| January | 72.5 | 69.7 | - 02.8 |
| February | 74.7 | 81.4 | + 06.7 |
| March | 68.2 | | |
Cumulative Punctuality Performance:
| | | 2011-12 (Up to Feb.) | 2012-13 (Up to Feb.) | Variation |
| a) | Mail/Express | | | |
| i) | MR Trains | 63.8 | 68.0 | + 04.2 |
| ii) | Excld. MR Trains | 69.0 | 81.6 | + 12.6 |
| iii) | Incld.MR Trains | 67.1 | 70.3 | + 03.2 |
There are some operational constraints which affect punctuality also which need to early completion:
a) Early completion of 2nd bridge between SEE – HJP is required.
b) Early Completion of Patch Doubling of remaining station of BJU – KIR section i.e. GAI - NNR & KTRH - CRR is required.
c) Raising of speed of north line between SAE - BJU from 50 KMPH to 100 KMPH may be completed on priority.
d) Some sectional speed constraints hamper the line capacity utilization of section and reduce the utilization of engine as well as affect the punctuality. Also the larger sections of this division are still left for the relaxation of speed on turnout/loop line.
4.2 Freight Loading Performance and action plan to achieve the target for the year 2012-13:
(A)Loading in terms of 08-Wh. (Up to Feb.)
| Commodity | Target | Actual | % Variation |
| | 2011-12 | 2011-12 | 2012-13 | Last Year | Target |
| POL | --- | 23668 | 26885 | + 13.6 | --- |
| Others | --- | 9881 | 15211 | + 53.9 | --- |

(B)Loading in term of MT (Up to Feb.)
| Commodity | Target | Actual | % Variation |
| | 2011-12 | 2011-12 | 2012-13 | Last Year | Target |
| POL | --- | 1.220 | 1.379 | + 13.0 | --- |
| Others | --- | 0.616 | 0.943 | + 53.1 | --- |
| Total | --- | 1.836 | 2.322 | + 26.5 | --- |
New Thrust Areas:
a) One additional goods terminal nearby NRPA is urgently required to minimise the congestion at NRPA.
b) Full length DD line is required at KUE, SMO station to increase the Maize loading of this division.
4.3 Maintenance Blocks:
There is an acute problem in granting traffic Block on single line section. However total 5900 hours (up to Feb.) block were provided which is 03.7% Higher than those in the previous year. Last year 5690 (up to Feb.) hours block was provided.
| | Up to Feb. (in hrs.) | % variation |
| | 2011-12 | 2012-13 |
| Maintenance Block (In Hrs.) | 5690 | 5900 | + 3.7 |
4.4 Station Working Rule:
| Position of SWR | Number |
| Only in English: | 01 |
| Bilingual: | 60 |
| Total: * It includes GHZ | 61* |
4.5 Installation of FOIS/TMS/ICMS:
i)FOIS (Freight Operations Information System) which includes RMS (Rake Management System)/ TMS (Terminal Management System) is installed at SEE Control, SAI, NRPA, KPGM, BJU, IORG siding/ BJU, BGS, KGG & MNE. All the installed RMS/TMS are in working condition.
ii)Sonpur Division has already started doing 100% feeding in punctuality module of Integrated Coaching Management System (ICMS). COA has been installed in Sonpur Control and all board are inter connected since 21.11.09. Computerized charting and their print is being obtained from the system.
4.6 ESTABLISHMENT (OPERATING):
Action Plan:
a)100% counselling of staff.
b)100% Validation of SWR
c)Inspection by Signal Sighting Committee as per schedule.
d)Vacancy position of Safety categories staff in transportation are to be fulfilled be opening of new station & manning of unmanned gates to fulfillment of staff should be done.
At present vacancy position is as under:
| Category (Group C) | Sanctioned Strength | Actual Strength | Vacancy | % age |
| Safety Category | 1631 | 1275 | 356 | (-) 21.8 |
| Non-Safety Category | 278 | 265 | 13 | (-) 04.7 |
