BRIEF HISTORY OF GELF
Technology Glorified on the Land of Bihar
1.Five years back, a cherished dream was redeemed when Cabinet Committee on Economic Affairs (CCEA) cleared the project of Electric Locomotive Factory at Madhepura on the land of Bihar. The vision turned into reality during 07-08 as Green Field Electric Locomotive Factory at Madhepura appeared in the list of sanctioned items of project of Indian Railways vide pink book item no.333(a) of 07-08 at the estimated cost of 1293.57 Crore.
2.The Indian economy has been growing year by year and there shall be persistent demand and growth of freight traffic. Two major Rail project of Eastern and western Dedicated Freight Corridors are also progressing betweenLudhiana to Sone Nagar and between Delhi to Mumbai for haulage of Goods traffic and the existing infrastructure is also getting augmented by Electrification of identified route to cater the need of projected level of freight traffic.
3.At present, a fleet of only 230 electric locomotives get added on Indian Railway electrified Network. These electric locomotives are in-house produced by Chittaranjan Locomotive Works (CLW) located at Chittaranjan (West Bengal), which has limited production capacity.
4.This Greenfield Electric Locomotive Factory, Madhepura was conceived as esteem manufacturers of the High HP Locomotives, which shall be expected to be turned out in Span of ten years to meet the projected shortage of electric locomotives and to introduce state-of-the-art locomotives, equipped with latest technology and design, on Indian Railways.
5.This Greenfield Electric Locomotive Factory, Madhepura is poised to be set up under PPP (Public-Private Partnership) arrangement. It shall be a Joint Venture between Ministry of Railways with equity share of 26% and a leading international Electric Locomotive manufacturer, who will also bring in state-of-the-art technology. It is expected that one of renowned manufacturer such as M/s Alstom/France, M/s Bombardier/Germany, M/s GE/USA and M/s Siemens/Germany may be the private partner for this project. These Locomotive manufacturer would adopt and introduce international best practices of management, manufacture and maintenance of these rolling stock. The Electric locomotive availability and Energy Efficiency standards will also be comparable to world’s standard. It is expected that these locomotive will be available for traffic 95% of the time, and its energy efficiency will be 5-10% higher.
6.This Greenfield Electric Locomotive Factory, Madhepura is expected to turn out 800 number of 12000HP , 8 Axle, Bo-Bo Electric Locomotive , based on IGBT technology , in span of 10 years to cater the need for hauling Goods traffic on dedicated Freight Corridor a rail link exclusively for goods trains
7.The private partner of this project would create the requisite infrastructure of Factory and colony to start production of locomotive. The technology to design, fabrication, and assembling of these locomotives would also be arranged by private partner .The Greenfield Electric Locomotive Factory, Madhepura shall have modern township for about 2000 employees and their families. This Greenfield Electric Locomotive Factory, Madhepura shall be located in a area of 1116.2 acres, between Saharsa and Dauran Madhepura station in Saharsa Banmanki Railway section.
8.It shall be the responsibility of the Indian Railway to provide conductive environment such as Land, Electricity, Water supply, Road and Rail connectivity etc. for this Factory.
9.The electrical power requirement of Greenfield Electric Locomotive Factory, Madhepura is expected to be 13.5 MVA for which M/s. Power Grid Corporation of India Limited (PGCIL) shall erect new 18 km long 132 KV Transmission Line from BSEB Grid Sub-Station, Madhepura to premise of the factory where 132/33 KV step down Sub station shall be located. The electrification of Saharsa- Madhepura section for connecting the factory to main line including connecting lines & yard lines of factory shall be electrified.
10.Gazette notification to acquire 1116.66 acres of land for this factory has already been completed .Earlier Dyce/GELF used to be competent Authority for land acquisition .At present District land Acquisition Officer, Madhepura of Bihar State Government is dealing with land acquisition for GELF, Madhepura Project.
11.M/s.PGCIL shall start the major work of 132 KV Transmission line, erection of Switch Yard and installing of 2 X 10 MVA Transformer after signing Memorandum of Understanding.
12.The process of selection of suitable PPP agency for this project is yet under consideration. Although the technical bid has been opened, but decision of commercial bid yet not finalized.
Gazette Notification for Acquisition of Land
1.An Ordinance, to amend ‘the Railway Act, 1989’ was notified in the Gazette No.2 of 31.01.2008. Greenfield Electric Loco Factory, Madhepura was notified as a ‘Special Railway Project’ through the Gazette Notification No. S.O.394(E) dated 25.02.2008. ‘The Railways (Amendment) Act, 2008’ was notified in the Gazette, vide No. 11 dated 28.03.2008.Present site at Dauram Madhepura was selected as per Railway Board’s letter No.2006/Elect.(Dev.)/480/2 Pt. dated 02.05.2008 wherein 1116.66 acres of land was required.
2.Under Section 20 A(1) of ‘The Railways (Amendment) Act, 2008’; Gazette Notification [No.S.O.1534(E) dated 24.06.2008] was published for 2859 Plots (967.5 Acres) to declare the intention to acquire land for the Factory.
In terms of Para 20 A(4) of ‘The Railways (Amendment) Act, 2008’; Gazette Notification published in two local News Papers on 08.07.2008.Under Section 20 E(1) of ‘The Railways (Amendment) Act, 2008’; Gazette Notification [No.S.O.2425(E) dated 08.10.2008] was published to acquire 2859 Plots (967.5 Acres). It was also published in local News Papers. Public Notice under 20 F(4), inviting claims from Land Owners/ interested parties, was published on 17.11.2008.
3.Under Section 20 A(1) of ‘The Railways (Amendment) Act, 2008’; second Gazette Notification [No.S.O.2452(E) dated 15.10.2008] was published for 401 Plots (140.95 Acres) to declare the intention to acquire land for the Factory. In terms of Para 20 E(1) of ‘The Railways (Amendment) Act, 2008’; Gazette Notification [No.S.O.448(E) dated 10.02.2009] was published to acquire 401 Plots (140.95 Acres). It was also published in local News Papers.Public Notice under 20 F(4), inviting claims from Land Owners/ interested parties, was published on 12.06.2009.
4.Under Section 20 A(1) of ‘The Railways (Amendment) Act, 2008’; third Gazette Notification [No.S.O.3057(E) dated 29.12.2010] was published for 45 Plots (8.21 Acres) to declare the intention to acquire land for the Factory.In terms of Para 20 E(1) of ‘The Railways (Amendment) Act, 2008’; Gazette Notification [No.S.O.768(E) dated 19.04.2011] was published, to acquire 45 Plots (8.21 Acres). It was also published in local News Papers.Thus total 1116.66 acres of land stand technically acquired.
5.Dy. CE/GELF/East Central Railway assumed the charge of Competent Authority on 21.12.2010.
6District Land Acquisition Officer, Madhepura of Bihar State Government has been authorised to perform functions of Competent Authority for GELF, Madhepura as per Gazette of India Extraordinarily Notification vide No. S.O.2345(E) dated 11.10.2011.for smooth acquisition as agreed by Bihar State Government
Payment to Land losers is in progress. First payment was released on 05.12.2008. Rs.6,60,32,284 has already been disbursed to Land losers as compensation towards 143.1835 Acres of land.
BASIC INFRASTRUCTURE OF GELF PROJECT
1.Power Supply Arrangement

Railway Board have approved for taking up the work of Power Supply on turnkey basis, on 31.12.2010 on Cost Plus basis, through M/s PGCIL.
As per RFP, power supply need to be made available within one year of signing of agreement but the erection of transmission line & sub-station will take 27 months from the date of signing of MoU with PGCIL.
(d)Interim power arrangement
BSEB/Madhepura has also been approached to provide 500 KVApower which will cater the requirement for construction activities. Existing BSEB 11 KV line will be extended up to the site.
(e)There is 5 span of BSEB 132 KV transmission line over the area earmarked for factory which shall be shifted.
2.Erection of Boundary Wall
Approach Road and Boundary wall shall be constructed after acquisition of 120 Acres of contiguous land for factory area and 180 Acres of land for colony area. Tender for these works are ready which shall be floated.
